Lose fat and tone muscle?

I've been working out for over a year and see very little results. i do weights, push ups, sit ups every day until fatigue. The thing is, no muscles seem to be toning. I used to weigh about 190 and now i'm down to about 150. I have flab (the kind that shakes if you flick it) in my triceps and my biceps are so bad that when i flex, you can BARELY see the muscle line. what can i do to get rid of all that flab/fat in my upper arms and get some toned arms? (not big.....just toned)

Watch your diet for one. Thats one thing most people forget when exercising. Start doing cardio to cut your body fat percentage. You got the muscle but you still have body fat. Start running/biking/swimming/joggin... list goes on) in the morning when you wake up. Since you have no energy when youu wake up in the morning you burn of fat cells. You got the weight lifting part down, you just need to put the cardio into your workout. You should do cardio 3-5 times a week. Good Luck
Are you getting enough protein? This is what builds muscle. Get to the shop and get hold of some protein shake powder.
It sounds like your muscles aren't growing enough. Your body always keeps a thin layer of fat for insulation, or incase you don't get food for a few days. If your muscles don't grow, this layer will seem thicker in relation to the rest of your body, and it will be enough to cover up your toned-ness.
You're probably not eating enough protein and calories. If you work out a lot and don't eat enough protein, your muscles will get stronger, but you won't be able to get bigger. If you don't eat enough calories, you'll get stronger, but you won't have enough nergy to build muscle, and your body will cannibalize itself to get the energy to work out and rebuild(This may be why you've lost so much weight). Both of these will result in smaller muscles, which will lead to a lack of toned-ness.
I suggest that you increase your protein and calorie intake. Eat at least 1 gram of protein for every pound you weigh. Most people need about 2500 calories a day when they're in a workout program, but if you have a high metabolism, you may need to go as high as 4000.
